She may have had a drivers license. Wisconsin is one of many states (and, obviously very near Chicago-about an hour away) that gave licenses with only proof of residency and who you are. So, you could prove that you live here with mail sent to your address and any photo ID (including from Mexico) could prove who you were. So, Easily she could obtain it here and just transfer it to Illinois. As far as insurance, again, you are only required to have insurance if the state you live in requires it. Wisconsin does not. I, of course, have insurance, but, if I didn't I can still travel through states where it is required, because the state of residency's laws apply.

I agree with the other posters though, I think she is making good $ off of this stupidity. She has been elected the poster child for this cause, and, has instant "fame" status. I think she was supported in her trip, and, seriously quite possibly was driven by someone else and making $ on the way... That is pretty messed up.
