In New York, we say shawty for girls...
Example: What's good shawty? Yo, there were madd shawties up in the club.
In Atlanta, people be calling other people shawty, regardless of their gender.
Example: What it is shawty?
It's just a phrase people use in Atlanta to refer to anyone...even a boy.
