What to do to avoid copying my inventions even by our Government?
I have designed more than about 40 types of safety equipments & informed the details to the concern Government department. In the year 2001 I designed condom vending machine & earthquake alarm. In the year 2003 I designed warning system at unmanned level crossings. I have proof for all.With the use of my earthquake alarm I issued the warning 2 hours before Tsunami struck our coast. Now Our Indian government brings it one by one as if they have designed. Please don’t advice me to go for patent registration. That will take my entire useful time other wise that can be used to develop some more useful safety equipments.

Well, if you think what you invent is useful for you to keep as an asset, then protect it. Like you put down 24-bottles of ice cold beer in the street outside your bar, 2 hours later you find all the beer are gone. Don't tell yourself you don't have time to protect it as you are busy cooling more beer.
Now back to your issues, either you do it but reading rules on how to file a patent on your own, or spent some money to hire a patent attorney to file a patent for you.
Better still, get some government funding to help you file the patent.

Have you approched western Goverments where there are strong Legal protections? I believe there are some books too on patent rights. Try Amazon.com

If you have something which you truly do not want stolen or copied you NEED to get a patent lawyer. They will help you tremendously, but like all lawyers... for a price.
