If you don't return it in 7 days, then they send you a bill for the retail price of the movie and obviously you can't rent anything else until you pay for the movie.

That's right, it's Blockbuster's Automatic Purchase Plan, formerly called late fees.

after a couple weeks you've "bought it" and if you return it you'll have to pay a "re-stocking"(late) fee... otherwise you have to pay the retail price of the movie if you keep it.
