Birth certificates can be obtained in the city and state in which you were born. If you don't know where you were born, ask your parents or another family member. Or, look in a family genealogy to find out in what city and state you were born.

Try to find the original copy of your birth certificate. It will list the information you need to get a new, certified copy. Your old certificate will most likely not be certified, which makes it an informational document only.

Locate the phone number for the Department of Health in that city. Call Directory Assistance or log onto the Internet and perform a search.

Ask the Health Department what information you need to send in, or take with you, to get your certified birth certificate. You'll probably need identification such as a current driver's license and your Social Security card.

These days, it is much harder to get certain identifying certificates than it used to be. You probably cannot get a copy of your birth certificate online, but you may be able to locate the office or records keeping entity that you must contact. There is likely a record at the hospital you were born in and the Army would probably ahve a record of your birth as well. Once you locate the place wherer your certificate is kept, you need to cantact them as to the procedures for obtaining a copy. Most likely, you will have to go somewhere with identification to get a certified copy.

If your mother refuses to give you the original, and you are asking to find a way to get a copy, what if you asked your mother if she could make a photocopy of it. It's not as good, I know, but it would satisfy any requirements till you can get what you need from the government.

Ususally you can just contact the county health department to get a copy of your birth certificate, but seeing as you were born on American soil in Germany, you should contact the US State Department. They will be able to retrieve your birth records from the base, if they dont have them in DC already. Also, I would imagine that your doctor would be able to help you out. Or at least have a record of it in your medical file. Just a thought.

And there should be some way for you to legally get your birth certificate from your mother. It is YOUR record of birth. Even if it was presented to her, since you were an infant at the time.

A written request must be notarized and must include a copy of valid photo identification of the requester. The written request must include:

(1) full name of child at birth (plus any adoptive names)

(2) date and place of birth

(3) names of parents

(4) serial number, if known, of the FS-240 [Consular Report of Birth] (on those issued after November 1, 1990) if known

(5) any available passport information

(6) signature of requester and

(7) notarized affidavit for a replacement FS-240 (if applicable).

Note: For Panama Canal Zone (PCZ) birth certificates, just include items (1) through (3).

You were a military dependent, so you can request a copy through the State department. Here's a question from ArmyFamilies.org that's just like yours...and the Army's official answer:

The Birth Certificate of Puerto Rico is in Both Spanish and under the Spanish the English translation. You will have to requested by Mail...Not done thru the internet..or if You have Family in Puerto Rico..they can go to the Local office and request a copy with Your authorization...

If you are over 18 the government is legally required to give you a copy of your birth certificate if you ask for it and pay the required fees. Your mother is not. She is a private citizen and can do what she wants.
