I grow my own vegetables and isn’t conceivable to keep peas unfrozen for an extended period of time, so definitely, without debate, in winter, frozen peas(Vegetables in general) will obviously taste better when defrosted than had I saved the vegetables from the Summer season and eaten them in winter!
Obviously the answer is based on circumstances, in Summer fresh vegetables will beat frozen hands down! Different case in the winter.
Humour aside, I hate freezing anything, I know I must do it to preserve my stock for when its out-of-season, but I’d must rather pick and use. The texture and quality is completely different after they’ve been frozen, as it was pointed out above, and of whom I agree with, they become far more watery.

Frozen foods, so the manufactureres thereof claim, are as fresh as the day they were packed [picked in the case of peas etc]. Thus a frozen food item is exactly the same as a fresh food item of the same variety once it has been thawed.
[Not so with strawberries which turn to mush when thawed from frozen].
Best way to deal with any frozen food is to read the instructions on the package and follow these. Some frozen foods are indeed best cooked from frozen, others, such as deep frozen chicken [whole birds] etc., require at least 24 hours to thaw out before cooking can commence.

Very rarely is frozen better than fresh - perhaps only in peas and corn. These are often picked at their peak time and flash frozen.

I think it is better to cook from fresh, though nutritionally there is nothing wrong with frozen, some how I find things tend to be blander and more watery defrosted.

It will depend on the fruit or veggie associated with a comparison. In the event that you compare a farreneheit to a carrot, the carrot is the better of the two nutritional. When you compare an avocado to the carrot, then an avocado is better. The two the apple and avocado, are fruits.
