My friends are having a debate. When a guy says, "I am not available," is he saying, "But I am Interested."?

ALL of us have heard this line from guys who are married, dating someone else, etc. at some time. We think it's like some kind of test, to see if you'd wait around while he finishes with the current person he's with, or (worse yet) be willing to settle for being his "other woman". What do MEN think this means. I'd like to hear answers from guys on this, please.

Update:

If you REALLY want to avoid temptation, why not say, I am just not interested?" or, don't say anything. Why start this line of conversation? Because it's not the ladies who are asking; it's the guys who are making the statement.

Update 2:

I agree with MiaDiva, but that's not the point. Why on earth do guys SAY this?? It is maddening when you are attracted to a man and he sends mixed signals all the time. Are they egomaniacs who want to string us along, or just confused and inept?

Is a way to try to avoid being tempted. You have a partner, you love her, but you know you are human and temptation may be dangerous. Women are the oldest men weakness.
