"Bugs" are a natural part of composting. You can keep flies to a reasonable level by keeping the compost pile covered. Whenever you add green items such as veggie scraps, grass clippings, etc you should cover them with some brown items such as dead leaves, newspapers or even dirt or compost that's already made.

A good way to compost is to used the large plastic leaf bags. Put your grass clippings, dead leaves, and kitchen vegetable scraps in the bags, add some steer manure, twist tie the top and let it sit out in the sun. Rotate it everyother day or two to mix things up and soon you'll have some great topsoil.
