Smart students who care about their studies will automatically use the library, in fact, they'll be excited to do so. Those who choose not to use the library are not going to respond to trendy advertising.
As for a required library skills class, no. It's not necessary. A university library is not that complicated and such skills are what any responsible student would teach themselves through the help of the library staff and published resources on the library webpage or in print.
In my experiences, I'd say most university students do not belong in post secondary education. Quit the hand holding and the grade inflation. Let them fail and keep them out of the libraries because there are few things worse on campus than some obnoxious moron who thinks the library is a place to socialize!
