Obviously there are different ways to read a book. We can know what the author meant and infer his intentions.
Or we can view the author as a prophet and try to make the world fit into the framework of the book.
I recommend the first approach with Orwell. He was against Communism. Period.

The USA was not in 'Animal Farm' per se. Mr. Pilkington of Foxwood Farm represented the Western democracies.
However, democratic or not, at the end of the novel both the Soviet-styled pigs and the humans were cheating at a poker game. This was to show Orwell's dislike, of not America, but the capitalist system that exists there, and that there was not much difference between the leaders of the West and the leaders of the USSR, because Orwell himself was a socialist. To understand this you must understand that 'Animal Farm' is NOT a satire of communism but of Soviet-styled Communism: the USSR.

Orwell didn't really include the US in Animal Farm right? I thought it was Germany, and Russia?
Anyway, the pigs were drinking with people at the last part of the novel, and the other animals peeped at them, and since the pigs and the men all look the same, in their eyes anyway, they can't decide which are the pigs and which are the men

the pigs represent the leaders of the USSR, and they are sitting down and doing business with the capitalists (humans) proving (in Orwell's opinion) that what was happening in the USSR was not socialism but state-capitalism
