Unistall the Unistallable?

Can anyone help please? I am trying to help Dad uninstall things (very technical term!) on his Windows Me PC, that have been either partially removed / unistalled, (some come back after using System restore).
- Having no joy with Add / remove prog. function.
If anyone can advise, please keep it simple (as you can tell by my Q) we are no experts!

Neither one of the previous answers told you how to uninstall programs. One said to just delete them. That DOESN'T uninstall them. The other said to remove them from the registry. That doesn't uninstall them, either.
Apparently one or both of you have tried to remove the programs by deleting them, and most likely what you have done is remove the very files needed for uninstallation. If you really want them uninstalled, you will have to REINSTALL them, then uninstall them.
I never used System Restore on Windows ME, only on XP, but I don't see how a program could "come back" after a system restore. That does remove anything downloaded and installed. As long as you restart your computer after the system restore, so that the settings take effect immediately, the programs can't "come back."
So, reinstall the programs, restart the computer, then go to Add/Remove Programs and uninstall them. close the control panel and restart the computer. They should be gone. If that doesn't work, either be prepared to back up your files and reload Windows, or take the computer to a technician who will do it for you.

Open the registry editor (Start>Run key in regedit then click on OK or hit ENTER). Navigate to:
HKEY_LOCAL_MACHINE>SOFTWARE>Microsoft>Windows>Curr entVersion>Uninstall
When you expand the Uninstall key, look for an entry for ____
Right-click the ____ entry, then select Delete. Click on Yes in the "Are you sure?" dialogue box.
Close the registry editor.

try goingto start and click search. type in whatever you want to get rid of. if it finds anything right click and press delete. it sends it to the recycle bin. empty the recycle bin and you should be good.
