Does finding a job rely more on luck?
This is more based on jobs that don't really require a resume.
But after filling out 13 applications (and getting no answer back), I finally managed to get a job because I was lucky to hand the application right to the general manager, and was interviewed on the spot.
So a question to those who deal with applications. Is it more about the luck, or do you folk actually look at skills and experience, and then give people a call?

From what I have seen at my own job...sometimes, when ALOT of people apply for the same job, it is pretty much luck of the draw. however to even be entered into the job lotto, you have to fill out the application correctly. that means not leaving a single line blank. NOT a SINGLE question must go unanswered. even if the question doesn't apply to you (criminal history, work experience) write N/A, 'not applicable'. If you leave things blank, your application goes into the trash, period. I don't understand why people do this so often. Its common sense. The other mistake people make wont get you disqualified but its really irritating, When people constantly call trying to speak to management to see if they have reviewed the application. Its fine to call once, but when your calling every other day and asking when you can call back, your irritating the people that answer the phones, and your irritating busy managers, which is not a good first impression

To me, it's a combination of both. You just have to take the bitter with the sweet. A greater majority of companies look at skills and education, but you got that out of luck and you should be fortunate. Sometimes, it's all about who you know.
