Is it right that "San Francisco", "California Dreaming", "Those were the days"...

and some other songs such as "Monday,Monday"(?) are written by Paul McCarney but were not performed by the Beatles themselves?

    No. Paul McCartney didn't write any of those songs.

    "San Francisco" ("If you're going to San Francisco, be sure to wear some flowers in your hair...") was written by the guy who recorded it -- Scott McKenzie.

    "California Dreaming" and "Monday, Monday" were recorded by the Mamas and the Papas, and written by John Phillips.

    "Those Were The Days" was written by Gene Raskin and recorded by Mary Hopkin. This is the only song of the ones you mentioned that Paul McCartney actually had anything to do with -- he discovered Mary Hopkin, signed her to a contract with Apple Records, and produced the record.
