Scotch in theory but, probably about the same. The only reason I say Scotch is that it is fermented and distilled at higher temperatures than Vodka which makes it have a higher methanol percentage than Vodka does. All alcohol has a very small amount of methanol. The higher the temperature during both fermentation and distillation, the higher these numbers get. The US regulates methanol so it's not too high in any US made products but, it is higher in some.

Well it'd be the same if they are the same proof (unless you have an alergy to something in one or the other). The only thing that would make a difference is if the scotch is cask strength, then it would have a higher alcohol content and would poision you faster.
If you are thinking of suicide though I'd recomend talking to a counsler.

Everything else being equal, the scotch. Clear liquors have less impurities in them. Whiskeys are aged in differing barrels & garner their distinct flavors from that.
