Most pollution in the U.S. is created East of the Mississippi River. Not only because there are more large cities in the East than in the West, but also because the rural areas of the East are more populated than Western rural areas. There is also a huge amount of coal mining and coal burning power plants East of the Mississippi. If you ever happen to see an acid rain map of the U.S. the majority of it all falls in the Northeast. Acid rain usually falls slightly East of where it is created.

The areas that produce the most are also the areas with the most people. It's not like every city has the same amount of people, and some just pollute more than others. However, as cities get more populous and more dense the amount of pollution per person tends to decrease. Especially if the cities are designed and managed in an intelligent, human friendly, way.
