Miriam Defensor-Santiago should not apologize to the Chinese Government considering that her statements were made during a valid session in the Senate and she is immuned from any wrongdoing. Likewise, there is nothing to apologize because the Chinese government was presumed to involved in the anomalous ZTE contract.
