"Place" is the location of a numeral in a number to the left and right of a decimal point.
Example: To the left of the decimal the places would be: tens, hundreds, thousdands, ten thousands, etc...
to the right of the decimal the places would be: tenths, hundredths, thousandths, etc...

Place shows the power of 10. To the left of the decimal it is positive powers. The right is negative powers.
e.g. 12.34
1=10, or 1*10^1
2 = 2 or 2*10^0
3 = .3 or 3*10^-1
and 4 = .04 or 4*10^-2
