Bad drainage?

We just bought a house in columbus ohio that the grading is deficient. All of my neighbors runoff water pools in my back yard. We have the drain for the runoff in our yard but it seems to sit up too high to gather the water as it collects. I am concerned about mosquitos breeding in the standing water not to mention that my yard can get a little swampy there. I am thinking of teaming up with my neighbor and installing a french drain the length of both of our lawns. The county claims no responsibility.

What are my options short term and long term?

    Buy some gypsum in causes soil drainage in big agricultural fields. You can buy it at a nursery in fifty pound bags.

    short term, you can use a sump pump and pump the water to the street if the street has sewage drains. available at hardware stores for about $100.00 or less. long term you need to install a drain system or raise the level of the yard so it will drain
