Half the weight of a turkey is going to be lost. ie the bones. so if you would like to have each person consume 4 oz of meat then
4 x 250 = 1000oz of Turkey
1000oz / 16 oz to a pound = 62.5 pounds of meat needed
If you are going to buy whole turkeys you would need to
multiply 62.5 x 2 = 125 lbs of fresh turkeys (this will take into consideration the bones and fat.
just divide 125 into the average size bird and you should be good to go.
I would also suggest that you add up to 20%. you never know. If you buy small birds the bone to meat ration is going to be greater for the bones so you will need more.
hope this helps

This will be a long answer so I'm answering you now just so I can find the Q later .
I'll be back
Edit
OK have a pencil , a legal pad , and a calculator available before you get into this answer
The coin of the realm in food service is portion size Once you establish a realistic portion size for your particular application then accurate numbers can be generated from that
A standard soup bowl will contain 8oz of soup in a 10 oz. bowl
So
250 *8 = 2000 oz
2000 oz/ 128 [ounces to a gallon ] =15.625 gal. >15gal+ 2 qt + 1 pt
Assume 100 people go back seconds and the numbers change to
350*8 =2800
2800 / 128=21.875 gal
Still here?
A quickie yield test on a reconstituted can of Cambells vegetable beef soup reveals that it's about 50 % broth and 50 % solid matter
Ah Ha Now we're getting somewhere
2800 oz/ 2= 1400 0z
1400oz/16[oz/lb]=87.5 lbs of solid material
At equal parts meat and veggie
87.5/2=43.75 lbs of turkey needed
43.75 * 16 =700 oz
700oz/350 portions = 2 oz per portion.
That's the end of Part I
I'll do Part II tomorrow

Wow... yeah I was going to say between 15-20. That's a lot of soup!
Actually, if you count 1/2 lb per person (minus bones, which weigh next to nothing anyway), and divide by a 17 lb bird, you may get away with only 10 birds.

Probably 18-20 turkeys (17pounders). Roughly 3/4 of a turkey per pot of soup and probably 25 pots of soup, serving around 10 people per pot (big pot though). I hope this helped and thank you for wanting to help.
