How to turn off clipboard in outlook 2000?

I'm using microsofts outlook 2000 and every time I ctrl c (copy) anything it brings up the stupid clipboard. I have searched the internet for how to turn clipboard off for good but haven't found anything that works.

    Do the following:

    - On the Clipboard task pane - click Options.

    - Clear the Show Office Clipboard Automatically check box.

    - Clear the Show Office Clipboard When Ctrl+C Pressed Twice check box.
