Disney has their own photographers with tripods so it is not a safety issue as much as a money issue.Disney sets up in prime spots to sell photos. If you are in that spot also then the safety of their profits is in danger.

People will try to set up a tripod in a strange place like the Swiss Family Treehouse then the gear goes over the rail down on grandma who sues.Again it is not about the safety of grandma is it about the hazard of a dollar settlement.People with tripods just parking may be waiting to steal when nobody is looking so they need a reason to loiter.

Once a guy wanted to borrow my camera to look for some friends far away.He could have easily vanished into the crowds so watch out for people who offer to take your picture.I have seen people at Disney shoplift in a fraction of a second because I am an observant photographer.

Depends on the crowds and location. If you are on mainstreet for instance. Probably not. If you were in the Hub in front of the castle and you secured yourself a location near the center, and it wasnt during peak time, they would probably allow it.

Probably not. They are worried about people tripping over it.
