Try this free photo editor. I put it on all my customer's machines. http://photofiltre.free.fr/download_en.htm download the english version to your desktop, double click on the file, install it, download the image to your desktop, open it with this program and go to image, image size and change it, use the mouse wheel to zoom in and out on the result, and click <- undo if you want to try again with another size.
PS: In general, don't download and install anything that some guy on the internet tells you to, but hey... I'm the doctor :) put photofiltre in google and check out that it's a legitimate program that people review, etc...

Wake up America, we are going to rely on Bureaucrats to run our businesses, Now you can rationalize, Criticize, and philosophize about why government under the Obama regime is the right thing to do. But you will never draw aces on a inside straight to win the hand or the pot. These are the same losers in government who want control of these companies, that could perform the simple oversight jobs they had. And now you want these socialist, communist aspirants to run the operation. I don't think so. That would be as ludicrous as inviting a wolf pack into the Hen house and saying ok guard the chickens and leave for a week. The Federal Government has no right in running this Nations businesses, Not at all. We are giving giant pieces of our freedoms. in the Bull **** name of crisis. Think and think hard what this is going to do to this Nations rights and freedoms.

If it is fuzzy now, it will be fuzzy after you have enlarged it, actually the fuzzy words will be fuzzier. You need to get who ever sent you the file to rescan it properly so that they can read it clearly before they send it to you.
GIMP will let you resize it.
Easiest way would be for the person to type the lyrics and email you the text since they can obviously read the lyrics, otherwise just re scan it at a higher resolution and save as a PDF.
When you go to download it and click file save as it will ask you where you want to save it to. Best place is usually a named file on the desktop.

Step-step as per request.
1. Using any photo/ image editing software of your choice such as Adobe Photoshop or even photo viewing software such as ACDSee, open the JPEG file.
2. Next choose the RESIZE function available. Downsized it, e.g. 1000x1000 pixel.
3. Save this file as a new copy of JPEG file. Make sure you don't save on the original copy in case you don't like the result of the resizing.
4. View the new copy of JPEG file now. You should be able to view the whole content of the image now.
