Are you a resident of Australia?
Hi.I'm asking this question from the residents of Australia.
I'm coming to Australia next year for my higher studies.I've considered Melourne and Sydney,but I havent decided which one I'm going to.And I'll have to do a part time job there, and it's better if the cost of living is low.If you are a resident of Australia, please tell me which city is better(or is there a better city apart from these two?).And please tell me what kind of a degree I should do because I intend to do a permenant job in Australia after graduation and I have no idea about your country's job market.

Love the answer from Infra Red, especially from a fellow Melbournians :) She has also give you the link to Dept of Immigration to find out what skills that Australia needs CURRENTLY. Unfortunately things change all the time, including the immigration laws. Therefore what you read now may not be the same when you finish your course later. So just be aware.
Melbourne's cost of living is lower than Sydney, but not much. I've included a links from a uni in Melbourne to indicate typical expenses for international students. The other capital cities like Brisbane, Perth, Adelaide, Darwin and Hobart do have lower cost of living.
As an international student, you can apply for working permit once you have arrived in Australia. You can only work 20hrs/week during semester study period, and full-time only during semester holiday period. So as you can imagine, you can't rely too much on income in Australia to support yourself. Please budget yourself carefully.

so you want to study in australia?thats good.in my opinion, melbourne has more institutions compared to sydney. i like melbourne because more choices are offered here. its a very nice place to live and is safer than sydney.it would be costly to live in the city but a lot less if you settle in a suburb.once you have a part time job, you'll be fine.its not very far to travel to melbourne anyway.most students live at least 40 mins away from the city, they travel by train/bus. it depends on the job demand if you want to stay here permentantly. there are a lot of courses that can lead you to a permenant job for example if you want to be a accountant/architect/civil engineer/dentist/doctor.. here is a list of occupation in demand http://www.immi.gov.au/skilled/general-skilled-mig...
