I need to know how to make a picture smaller for a locket and still keep it in focus?

I have tried lowering the number of pixels, but it goes out of focus. I have a digital canon rebel. Also, what would be the best photo paper to use?

Update:

the photos have to be tiny, less that half an inch long and maybe a quarter of an inch wide, it is a locket that has three photo closures and is shaped kind of like a football with rounded ends and it spins!

Update 2:

I used adobe photoshop 4.0 to downsize, by pixels, should I do it in a different way?

I would suggest just using photoshop to downsize you images. Downsizing quality in the camera would be a big no-no. If you don't have photoshop, then just zoom out so the head is smaller.

My personal favourite paper for digital printing is Epson Lustre. It has a very professional sleek look, but isn't overly shiny.
