Can 11 to 12 month babies have M&M candies?

No, for many reasons. First of all, they can choke on the candy as they are so small.
Second, and more important is that M&M's are junk food. If you need a healthy snack for baby to munch on, then Cheerios are always a favourite. Or do some planning ahead, and every weekend dice up some of babies favourite fruits & veggies and keep them in the fridge so that when you are getting ready to take him/her out, you can just grab a container and go. Please don't start your baby on unhealthy eating habits, once they start school they will be exposed to enough sugary sweets - let them enjoy real food for a while first.

M&M's are a choking hazard. Also it isn't a good idea to give babies that young chocolate and sugar. It is a bad start to healthy eating.
I am going to wait to give my baby anything sweet until his first birthday cake. After that sweets will only be on a special occasion or holiday. With the obesity rate among children these days, candy and sweets are just a bad idea.

keep bedtime consistent, keep a nightlight in the room, keep the home subdued an hour before bed, set a routine, let the child cry a bit because it helps him wind down -not all adults can just fall right to sleep when their heads hit the pillow and this is the same for children. put some books in the crib for him to read as he fall asleep.

Chocking hazard and its garbage for your baby. Your baby doesn't know how great they taste yet so why not give them some cheese. I'm sure baby will appreciate it just as much as chocolate.

Yes. The reg. ones, not the peanut or peanut butter ones. The mini ones would be a good size and not a choking hazard.

I guess it's never too early to start feeding them rubbish...
Apart from that, they are a serious chocking hazard.

Regular M&Ms are too big. Mini m&ms are little enough as long as it is one at a time and you are watching them, this is pretty much the only "candy" I'd let my daughters have at Halloween time. (And I'm not talking about load of it, just a few)
