what really happens if you can't pay your bill in a restaurant?

One of two things:

1. You talk to them and work something out. Many times they'll take your name and address and let you go get some money and come back. If you don't come back, they report you to the cops.

2. You can leave, and they can call the cops on you for theft. Not a good idea when you consider that a restaurant usually has a lot of witnesses.

You will probably get the police called on you for refusing to pay.

I would call the police. You eat you pay. Simple. Its rude to do otherwise
