what is it called?
I am not saying that I believe this way, but what is it called when a person does not believe there is a Heaven or Hell?

Some would say a Jewish person. Many religions do not believe in the biblical version of heaven and hell.
a most accurate definition would be to call you a heretic: a professed believer who maintains religious opinions contrary to those accepted by the church or rejects doctrines prescribed by that church.

By this, I'll assume that you are referring to a person who basically does not believe in an afterlife (although they may or may not believe in a creator God). If this is the case, the philosophical term that I believe you are searching for is
"Epicureanism"
which rejects the afterlife and basically asserts that seeking the pleasure of this world (or helping out others) is one's greatest agenda.
(sometimes, a person who doesn't believe in the afterlife might call himself a "materialist", but this doesn't fit in with bodily resurrections that are envisioned in many religious systems).

Depends on other beliefs and other factors involved. Buddhists, agnostics and othes do not believe in a hell or a heaven.

If they also don't believe in God it would be Atheist.
If they believe there is some sort of God (supreme being) but nothing else...it probably falls under Agnostic.
It could also be another religion.

Atheist. An atheist does not believe in God or any deity, hence there is no ultimate reward or punishment.
