There is a cute restaurant called Peanut Butter & Ellie's that is geared for kids and kids parties.

Also the Portland Children's Museum is a really fun place, groups are welcome there too with advance notice. I remember going there when I was a little kid and I had a great time.

Well if you pretty much combine all the answers you have it all spelled out for you (excluding burger king). Portland parks and rec does have several indoor play parks which range between .50 and $2.
Also PB & Ellies is a great restraurant that is very kid friendly. As well as laurelwood public house, laughing planet and sip n' kranz (coffee place).
The clackamas town center just newly redesigned their play area close to sears (i think).
And if you are looking to meet new people with kids your age their is a baby group at Good Samaritan Hospital. However, attendence gets a little sketchy once they turn 1.
Omsi has a great science playground that everyone seems to love. Also the Children's museum by the zoo is another great place, but can be spendy at children over 1 have to pay. So I recommend going when most kids are in school, so the younger ones are not overtaken by the older kids.
Oh and if you are interested in swimming lessons in a wonderful environment check out Le Petit Dauphin swim school in beaverton.
Well that is about all I can think about off hand. Good luck to you.

Not to disrespect the previous poster, but do you really want your 18 month being exposed to the "Burger King" lifestyle at such an early age?
There are many places for you to bring your child.
I'm most familiar with places on the west side, so hopefully this helps:
The park districts (Portland and Tualatin Hills) have many indoor playgrounds. These are generally in the gymnasiums at the local rec center where they bring out play structures and toys for the kids to play with. They're generally in the morning and run for a few hours and you'll pay a small drop in fee (couple of bucks usually).
The OMSI has a great play area for young ones under 6 (many very young ones). It's of course open every day but is always many little ones and parents. It will cost you OMSI admission ($8?) but your child is free.
If you like shopping malls, at Washington Square by the Sears, there's a nice little play area that is always popular.

Clackamas Town Center mall has a nice little play area for kids, and I know that part of their remodel is a new one as well. Not sure if that's done yet or not though.
Here is the Portland Parks & Rec homepage:

You could also look to enroll her in some sort of sport. I know they start little gymnastics that early, as I know someone with a 20 month-old who is doing gymnastics. You could also take her ice skating at Lloyd Center, which is a mall so it's not cold. And I coach there, so let me know if you'd like more advice on that! :-)

ya there are tons of family friendly places around. I don't have kids, so I don't remember the names of these places, but there are sites around you just have to search for them. Also the Portland Monthly Magazine had listed a bunch of family friendly places in portland, and none of them consisted of chuck-e-cheese.
There is the children's theater, children's museum, OMSI~ really tons of places.

There's an indoor ball pen area inside a Burger King near
Barber Blvd. Or close to that. I used to live over in that area
at one time. I wish I knew the side street it's actually located
on off of Barber. It's like a half a block in. Check the BK
locations and see which one is close to Barber from the
address. We used to take our grandson there, when he was
less than one year old. He liked climbing up inside the tubes
and had a good time. It's kind of like a maze for little ones.
But they can look out in places.
