Dogs howl as a way of expressing themselves.... their sadness, loneliness, to get attention, express their excitment, at night when having a dream, and more.
The howl will depend on the type of dog (breed), their individual personality or other.
My father raised Beagles which have a very unique 'howl'. Dear Andy when left alone in the house for any lenghth of time would howl loudly and mournfully. We'd sometimes hear Andy's whimpering howl, much shorter and higher pitch, at night or when taking a nap.
However my father's beagles, were hunting dogs primarily; they lived outside in a dog pen and would howl when on the hunt. As I never went with them, so I didn't actually observe them to know the reason, but believe it was when they spotted a rabbit, became excited and wanted to communicate it. We would hear the pack of dogs all howling intermittently.
I've heard of some other breeds also howl and their howls are unique to the breed i.e. Basenji, Dingo, Wolves, Coyotes, possible more.
When visiting Wolf Haven outside of Seattle, Washington we were fortunate to participate in a howl-in whereby visitors at dusk come to listen and to howl along with the wolves who reside there in a protected area. It was fascinating, deeply moving and unforgettable.
Wolves howl for many reasons: to keep in touch with others in the pack, to declare or protect their territory or catch, to call out to one another, and as a communal exercise, like singing when at twilight they come together to howl.
You can hear a wolf's howl up to ten miles away. During breeding and rearing periods they are more vocal. So are the puppies as they romp and communicate with one another.

She's dreaming. Just as people talk in their sleep dogs howl. My dogs chase things in their sleep and their little legs move really quick.

we are told that the house pet dog is descended from the wild wolf, maybe she has some vestigal memories of her heritage that come through her dreams ... nothing to worry about .... she's probably just doing a normal doggy thing

Bless her, she's dreaming!!
My dog does this too, and his eyes flicker and his ears and feet twitch. When he first did we thought he was having a fit or something.
Now we call his name to wake him up and chuck his noisy *** out of the room!!
Also, he snores and dogs aren't meant to, apparently, because from when they were wolves or something, it gave away their den.
