Usually black tie means you want you hair done up. Same with makeup. Look for a simple yet classy updo and pair it with simple makeup-you dont want to go overboard with the make up...TRUST ME...you will end up looking like a clown.

if your a brides maid a curly up-do always works- just don't out do the bride
but in other cases loose casual curls are always beautiful and straightend hair always looks classy. don't try anything unuasual to you though, it will definitely standout if these are people you know well
makeup- don't over do it. try soft eyeshadows that compliment your eyes, not to much eye-liner, try using lash maxxx mascara, soft shades of pink tinted lipgloss this gives color and gloss without too much attention, and I'd use a very light pink or bronze blush.
Merle Norman make up is always a good choice if you have allergies, it's expensive but definitely worth it. Hope this helps

hair would be beautiful in an updo, say , a french twist. make up should be classy, what color dress are you wearing? taupe eyeshadow, black liner, top only. 3 coats of mascara and red lipstick. this should give you a place to start.

hair wise i recommend asking your hairdresser on a style that will suit you. make up wise depends on whether its just night or day and night. day and night you dont want heavy make up bit of mascara blusher but night only go the whole hog you can't go wrong with smoky eyes

It depends on who you are as a person adn what you look like. There are magazines, like Vogue, that can help with you finding a look. Also a google search helps.
