why can't i pick the best answer to my questions.?

i have asked questions on here before and i could select the best answer.tonight i have asked a couple but i don't have the select as best answer button.has the format changed here or something?

    You have to wait at least 4 hours before you can choose a Best Answer. Then the best answer buttons will come up.

    I don't think you can vote until the time is up on the questions.
