Well, the answer to the first question is "If it won't boot" and the answer to the second question is totally dependent on the cause of the first. There are basic steps a computer tech would take to troubleshoot a PC that is out of action.

hi buddy,
if u r pc is crashed probably u will be seeing this message from a browsing centre or from u r friends pc. ;-)
first u need to check whether it's a software problem or hardware problem.
try to make a safe boot and back up all your datas.
if u r not able to make a safe boot then, u need a service engineer he can back up ur data and try to install the operating system. if there is any problem in hardware he can replace that.

it gets shutdown automatically and it may sometimes have boot faliures.it shows error messages on the startup and takes a long time to at the startup..... if you r facing all these you should check ur pc for viruses and after all the viruses are deleted you should install a new windows and i'm sure it will get removed if itis still their then immidiately rush or call your technical expert

symptoms: slow PC. a full hard drive. lots of virues (or one big virus. and in some cases low ram
solution: delete files off the hard drive (and maybe put them to an external hard drive. Get a really good Virus scanner thing. that will delet the virus. and buy more ram.

It wont boot at all ..
No Other sleezy ways other than formatting and Re installing the Operating system.
