can someone explain Bushes motives?

can someone explain the justification in spending billions on the war in iraq but bush wont approve healthcare for america's children because the cost would be excessive? (even though the additional cost would come from revenue generated from a hike on the price per pack of cigarettes)

    Honestly, can I explain your motives for what you do? Can you mine? Nothing is ever that simple. Why should the Goverment give free medical care to a family who earns up to 82,000 dollars a year? They are not needy. Wouldn't you agree? 82,000 a year? That is not poverty. Bush wants to help those that are poverty. Not the middle class who can afford but want to hang on to the coat strings.

    billions lets say trillion have been spent.he's only doing this because bush is evil.his up there with Saddam,Hitler,Putin,Kim,and Nixon.I don't think satan wants anything to do with that man.
