You have solid informaton, irrefutable evidence that.....?
an atomic suitcase bomb is hidden somewhere in a metropolitan city here in the U.S. You know what city and what area, just not the building it is in.It is set to go off in one hour. You have the main suspect in custody but he won't talk. Do you chance torturing him or do you say "Screw it" and let perhaps 10,000 fellow citizens go up in ashes and have a nuclear contaminated city for the next 40 years.
It's your call, one scuzzy loser or thousands of men ,women ,kids, dogs and cats are vaporised.
Be perfectly honest....You just found out your wife and kids are in that neighborhood at the museum.

has this happened ever?
advocating torture from this hypothetical question is easy, but foolish.
here is the most likely consequence of torture.
You have captured 3 suspicious people that you believe are involved in a nuclear suitcase bomb attack. You torture them all and they all confess but tell you different details. You send your teams to investigate. Meanwhile you have put the police on heightened alert. There are lots of reports of suspicious this, suspicious that. One of those reports involved a name known by one of your team members that is off tracking down the tortured story and would have raised red flags. However it is ignored and the bomb goes off despite the good lead being gotten.
Tortured people confess to crimes they havent committed. That is a fact.
Use facts to judge policies, not fantasy.

Torture really isn't effective in that situation. He could easily tell you the wrong building and by the time you wasted trying to find this suitcase bomb, it would be too late.
And if you wife are kids are in the neighborhood, at the museum, then I suppose I would get contacting them and telling them to get out of there.

Combining the plots of Die Hard and 24 are we?
If he's planted an atomic suitcase bomb, chances are he's willing to die for his cause anyway. So torturing him will only assure your own place in hell.
Find another way.

I suggest that you laid off the opiates and stop playing video games. Do you have the least notion of what a nuclear bomb is?
