I don't know why some one would just burn a fish, but I am sure it is not illegal. As long as it is not someone Else's fish or yours. The pet shop can do what ever they want to as long as they still own it, not that they should.

To burn a fish? Mabey someone was going to eat it or something... People do eat fish. I dont know why else anyone would burn a fish and I guess it would be abuse but i'm not sure if it's illegal.

I don't think that it is legal to light a fire in a store. You could always try it and you would probably get asked to leave or thrown out before you get arrested or fined. The fish needs to be yours, though. It is illegal to destroy someone else's fish.

As long as you own the fish. If it belongs to you, you can do as you wish with it. If it isn't yours, you could go from property damage all the way to murder, if there was a vegan present.
