The bugs are not out of Vista yet but I would recommend going with Vista anyway unless you want to have an out of date operating system in a little over a year. 1-31-09 is the last date that XP is going to have any support from Microsoft. So why not get Vista and be learning how to use it instead of saving money to buy it later?
Most of the bugs are hardware drivers that manufacturers are not getting right, it isn't Microsofts fault. As long as the computer is designed and comes with pretty much everything you believe you will need you should be alright.
Don't forget, XP had the same responses from the general public when it was released as well and they fixed just about all the issues with it, they will do the same with Vista and SP1 will fix a lot of problems when it does get released.
Also, 2Gb of RAM is definitely recommended. It is a memory hog. So buy some extra memory if you can afford to do so when you buy the computer.

Generally if the software is compatible with windows vista it will be compatible with windows 7. Windows 7 does have a compatibility feature just like vista does for xp.

If either or are offered, get the hardware of the one compatible with vista, but get the xp system.
History is repeating itself, the wonderful new vista is great, it will just take a while for hardware and software that is out there to become compatible. Whatever you do, don't get the vista 64 bit editition, our customers have said there is no speed increase and lots and lots of incompabilities. Until there is more software available for vista, you should stick with xp for maybe a year.

Vista is still working out issues with stability and driver support; the stability issues should be addressed when Vista SP1 comes out in Q1 2008. If you have the opportunity to buy a PC with XP, I'd recommend it over Vista.

XP Pro is the better option, but you will have a hard time finding a new computer that has it installed.
Most of the newer machines have vista.
Be wary if you go the vista route, you will need a miniumum of 2GB of RAM on your computer to keep vista running quick.
Most of the cheaper desktops/laptops only give you at most 1GB (price range $350-$500)
I would check out

Also, ebay or craigslist will have some
Good luck

Although XP still is a LITTLE buggy, DONT get vista. Go with what ever Mr. Chadwick said because he helped me DOWNGRADE from vista to XP because of how many issues it has. It tried to take over my whole cpu.. and thats not right -.-

Vista is worthless. Id go with XP, easy to use and pretty stable.
