There's free photo editing software called http://www.getpaint.net/
they say its as good as "freephotoshop"
You can transform your photos or drawings with some interesting filters!

I'm a bit confused with this question! Do you want to edit your photos? Or add graphics right on top?
Adobe Photoshop is the leading photo graphic design trend right now. Both professionals and photo junkies use it.
Check it out! But it will cost you! (a few hundred bucks). But its so WORTH IT!
