If you resized the partition, Vista may have trouble booting. To fix this, boot your computer from the Vista DVD, and tell it to scan for problems, It will reconfigure the bootloader, so that Vista works again.
If you bought your computer new, then it should have come with a DVD. If it didn't, you need to contact the manufacturer and tell them.

If you told it to overwrite an existing partition, then yes. If you didn't, then no. Do you get the option to boot Vista from the boot menu? It may be that it doesn't like its position on the disk. Microsoft operating systems are very picky and you may need to edit the bootloader to trick Windows.
