Those are people who are Christian on the census records, but who do not attend church services, pray, or do any of the other things associated with Christianity.

These people have the good strong christian values but don't go to church on a weekly basis. I am a non practicing christian only because I can't find as good a church that I belonged to before I joined the army.

Basically people who believe and follow Christian beliefs but aren't actively part of a church. Or only attend on specific holidays like Christmas and Easter.

As a Catholic, I know what a non-practicing Catholic is. A non-practicing Catholic is one who is baptized in the Catholic Church, but now no longer receives the Sacraments i.e. Eucharist, Confession. Every Catholic is obliged to attend Mass every Sunday and receive communion at least once a year. Confession in case of mortal sin is obligatory at least once a year. If a Catholic doesn't obey these rules, he is a non-practicing Catholic.

I do not know what "these people" you are referring to but, I no longer believe that Christ or the Holy Spirit is active in organized religions. Therefore, I stay out of them and study and pray from my home.
