I have a problem with loading pages in the internet?

Question

I try suffing in the internet... and when I try see something like (americanexpressreward.com) and start loading the page in my screen...  said process redirect.. and the small bar in the end of the screen... appear... and start full itself but comeback to start...  never finish to load the page...  someone can tell me how I can fix it?

      BELOW OPTIONS WILL CLEAN UP YOUR COMPUTER AND MAKE IT MUCH FASTER

for Internet explorer at top of this page on the left in grey area 
select tools
then internet options
then choose delete temporary files, cookies ,browser history etc
then another box will open - select delete all
Then close explorer then open again .At first pages will be slow once
and then will load fast after it loads 1 time.Also email etc you will have to sign in 1 time with password etc.
This will create new cookies. 

RESTART COMPUTER AFTER YOU DO ALL THE ABOVE
