how do i perform certain functions on a keyboard without numeric keypad?

i have an A4 Tech keyboard which does not have a numeric keypad.. the only problem i'm having with it is that it does not have a numeric keypad.. therefore, i can't type special characters that are accessed by holding alt and pressing a series of numbers.. for example, to key in the letter " ñ " , you have to press alt + numbers 164 on the numeric keypad.. but since i don't have a numeric keypad, i can't use these characters.. the numbers on top of the letters don't work with these combinations..

is there any way i can access these characters through my keypad??

Update:

also, i want to be able to key in other special characters like chinese characters.. these are not available in the character map..

is there any way to configure my keyboard so that the numbers above the letters would work as the numeric keypad does ??

    This characters can also be accessed by using "character map"

    START>program>accessories>character map
