Why does my "wave" volume control keep going down on its own?

I'm using Win XP and I play a track on Winamp and when the track finishes, my "Wave" slider on my Volume Control goes back down low. I have to turn it up every time a new track plays.

I also saw a few people have asked this question and apparently this was the right answer (from zipper):

"To find sound. - Go to start* Control panal* Sound* You will see playback make sure nothing is muted or cheked in speakes levels, mic, line in.* Microphone, anolog mix, what you here.*"

I don't understand what he is saying. I go to Control Panel and the only "sound" option there says "Sounds and Audio Devices" which I open and it has five tabs: "Volume/Sounds/Audio/Voice/Hardware". Playback, he says... I don't see anything that says playback...

I see "playback" in the Properties of my Volume Control and when I select that, I have a heap of checkboxes, of which I have checked: Volume Control, Wave, CD Player.
