What about Temporary and Seasonal Immigration w/ a Bond?

I mean giving some people permits to immigrate for say construction or farming with the understanding that their time would be limited. Although they could extend it if they were still working on a project..for example mine construction or civil/infrastructure.

And they or their employer would have to post a performance bond for their behaviour in country and agreing to leave when their time is over.

I don't say this is the total solution to problems of illegal immigration. I suggest that it is a way to get honest people who are willling to work and who want to do the right thing.

What do you think? :)

I was thinking that insurance companies or credit unions or even service providers like the computer firms that process payrolls and consultantcy contracts can track and manage the bond services. Let them all compete freely if they are qualified..

Fred S from what little I know of the H-class visa program I think it is over complicated and has too much bureaucratic overhead and does not even protect American workers.

I'm thinking of all the Indian software programmers who are being imported to the US and are supposed to be desperatly needed.

    First i would like to answer your question. I believe your Suggestion,will be useful as a part of a comprehensive immigration reform program with the cooperation of the Mexican Government.The border must be closed on both sides of the border. All undocumented with a felony criminal record ,here or in Mexico will be deported.

    I am 70 years old and remember the Bracero Program from 1942-1967, There was no Mexican Government abuse of Mexican Workers , All the hiring ,interviewing and transportation was done by Americans in Mexico. Mexican workers were subjected to discrimination, Especially in the State of Texas,Mexico demanded that the employers pay

    $2.00 per 100 lbs of cotton picked, or minimum wage of 38 cents per hour.El Paso and Hudspeth County farmers refused. "Mexico canceled all ******* labor contracts"

    Mr Monroy ,said he would allow the workers to sign for Employment on an individual basis ( Seems like this is where the undocumented problem began.)

    Mexicans were paid by their American Employers directly, Mexico had no contact, with wages. If you have documentation that says different post it !

    Actually I think your idea is a good one, any labor we need that can not be filled by citizens should be filled through the visa system, its temporary and can be adjusted at any time to assure citizens are not being affected. The bond is a very good idea, the problem is that business does not want to be responsible for this labor, as it stands right now they are getting labor for ridiculously low wages with no strings attached while taxpayers pick up the tab for any services needed by that labor.

    You have the needed elements, a good entrance and exit program with someone being held responsible with regular monitoring to assure the system is working correctly, its logical to you and I, I'm not sure why congress can't seem to figure it out and form a better system of entrance, exit and responsibility.... One more thing, I think we should provide transportation and monitoring for the safety of these seasonal workers, plus this assures that the worker did leave the United States successfully (more accountability).

    The H1 has a massive amount of abuse and a good entrance and exit program would cut back on this, we also need a policy for showing that the company actually attempted to find citizens to fill the slot and not by placing some obscure ad in a magazine or newspaper that only 10 people subscribe to, maybe a national data bank online for those jobs covered under the H1B. We do not need professionals from other countries when we have unemployed or under employed here at home, the programmers are a perfect example of this as is the science industry, and don't even get me started with Accountants.

    I think it's a great idea. In fact, it already exists, except for the bond part, and it's not a pathway to citizenship either.

    At present, the United States has two main programs for temporarily importing low-skilled workers, sometimes referred to as guest workers. Agricultural guest

    workers enter through the H-2A visa program, and other guest workers enter through the H-2B visa program.

    Employers interested in importing workers under either

    program must first apply to the U.S. Department of Labor for a certification that U.S. workers capable of performing the work are not available and that the employment

    of alien workers will not adversely affect the wages and working conditions of similarly employed U.S. workers.

    Sigy--Right again! Most employers complain that the H2 programs are over complicated and have too much bureaucratic entanglements.

    However, the H2 programs do protect American workers in that the Labor Dept. certifies that the introduction of foreign workers as H-2A's or as H-2B's will not effect working conditions for the existing work force.

    The H2 petition cannot be approved until the labor certification has been done. Of course, that's the part the employers complain about the most. Vicious circle, huh?

    it is not a bad idea after all but like Jim p says : the Mexican government stole the money the braceros made back on those days , so as you can see the workers have been abused by everyone including their own government .if you can find a way to get this people paid by an independent company or a bank account back in their country something . I m sure it can be done. good point . as always. and a star for U.

    They tried something similar with the bracero program decades ago --- but the Mexican government stole all of the bond money, as well as the final payments for services rendered by thousands of braceros.

    It is a good idea, but it needs a neutral third party to hold the money in escrow so that the workers don't get ripped off..

    At one time we had this program but then the workers started to leave their crews and not going back like it was set up and we did nothing about it so now we have what we have. Out of control immigration. We had a catch and release policy that made no sense. The illegals that went to jail or was caught were given citations to appear in court but guess what it didn't happen.

    Until we start enforcing our laws that are on the books it will never change. We need to change the law that all children born here are citizens. If a child is born to an illegal the child is illegal. Now they call it an anchor baby. This is wrong and we should press to get legislation to change this policy as soon as we can. I am sick of this craziness.

    We have laws with penalties (money and jail) and that isn't working. Why would this work.? It's a Ludicrous idea of a child's nature who doesn't reason well.

    Your suppose to be 18 to have an account--so either some are liars or just fakes! Or both. funny how fast those thumps down came too. Other ids? There are children's boards and games I hope silly people go there and leave the board to some real people who want real discussions. BUSTED! I think I see other fake ids here too, hoping to sing a praise. How creepy and dumb. Maybe they should do dog training instead.. I like when they close their questions and answers too. Adults do tell children when they are up to no good, so much for that reasoning

    I think it is o.k. as long it is legal, because people like to cheat and the people waiting along time to get in have to wait along time. if they cant find localls then by all means hire from overseas . We need Doctors they should have programs like this for Doctors and family class members while waiting for their visas

    I think that honestly we as a people need to get used to working the dirty jobs again. What I mean by that is we need to work towards a level where we have minimal reliance on immigrants to get the food on the table and other basic services.

    Your plan sounds good on paper, and maybe even some of it may help us survive the rough economic seas of change when we finally fix our border problem - but I think it'd need to be really limited in order for it to work.
