You can really flip-a-coin on this one. Personally, I'd start Cooley as I think the game will be close and the Redskins will need to throw more. I expect Cleveland will blowout the Jets and end up running the ball a lot.

Winslow should start every week over Cooley. He has more upside and is more consistant.
Cooley is one week great and the next week you wonder if he is even on the field.
