I'd say a girl in red dress is more attractive because the definition of one's being attractive is how effectively the person is getting attention from the beholders, and when the body's showing more exposure, it will lower the level of attraction just like the one in black lingerie.

However if you were asking which is sexier, I'd go with the second one in black lingerie even though it is not always meant to say being sexier is equivalent to being more attractive.

A girl in a red dress is much more attractive. I've worn a black lingerie, and my husband could care less. Not a sexy enough color for him, like hot red.
