Yes Fraser Island is part of Australia and pay normal Australian Tax as the rest of the country.
You coulbe be thinking of Norfolk Island - a small inhabited island in the Pacific Ocean located between Australia, New Zealand and New Caledonia.
Residents of Norfolk Island do not pay Australian federal taxes, creating a tax haven for locals and visitors alike. Since there is no income tax, the island's legislative assembly raises money through an import duty.

ok. here is the deal According to the FBI 62% work for cash and pay no taxes! Of the rest: when thy work with fake SSN they generate W2's. A very small percentage! other are issued ITIN from the IRS which allows them to pay taxes. BUT since ITINs were made for foreign investors they are exempt from most employment taxes such as all SS taxes, unemployment taxes, etc.! That's why employers love them! No taxes for the employer either! Basically if Americans were doing these jobs the taxes paid would be at least 5 times what the illegal aliens pay! For some reason that I can not fathom the pro-criminal groupies think this is a good deal for the US taxpayer!

You may be thinking of Norfolk Island, where residents do not pay tax although the island is part of Australia

Yes, it is part of Australia where all citizens are required to pay income tax.
Why would you think otherwise?
