From the time we know of every plant and animal on earth existed. What is the percentage of all plant or animal not extinct from history?

Zero.
Anything that is extinct is no longer life.
One thing is for sure. New species will continue to evolve, and old species will continue to go extinct.
This has been going on since the beginning of time, and will continue to go on long after the Sierra Club has become extinct and (mercifully) silent.

During certain geologic catastrophes upwards of 80% of the life on Earth was wiped out, maybe even higher. So if you total the whole history of the earth, of every species that went extinct, probably 99% didn't make it. But that 1% that survived did so through the evolution from those extinct ancestors.

0%, it is is plant or animal and it is alive then it is not extinct.
A real question would be "what percentage of all plant and animal species that have ever existed on planet earth are now extinct?"

99.9% of everything that has ever lived has gone extinct, according to my Paleontology textbook.
