Taking minutes is not my strong suit. Should I be required to take minutes at my supervisor's board meetings?

My primary duty is to provide coverage for my office (receptionist) as well as other clerical duties. My boss started a new program which has an advisory board that meets quartlerly. Should one of the board members take minutes?

Not if the boss wants YOU to do it. Because YOU need to do what the boss wants YOU to do.

Board members do NOT take minutes! 'Other clerical duties' this includes taking minutes but only if you're required to be at the meeting too.

Most meetings, with board members, already have an assigned secretary.

I would think that kind of note taking is often considered to fall under the duties of a receptionist.

Just tell your sup that you honestly are not good at, he/she would probably prefer someone that can do a thorough job.
