Not yet, a few airlines like Singapore and Lufthansa offered internet a couple of years ago, it was called Conexxion by Boeing but was discontinued at the end of 2006. Some time in 2008, Alaska and American Airlines will introduce wi-fi on many of their flights and it's predicted that by the end of the year many more airlines will be offering internet access.

Well, you CAN...if you're on an aircraft equipped with inflight wireless internet.
JetBlue in the USA is testing the system right now on select flights and I believe German airline Lufthansa offers inflight Wi-Fi.
Southwest and American Airlines in the USA have expressed interest in the system and are looking to install it in their aircraft soon.
If you are relying on a connection from a card supplied by your wireless company, you will likely not get a connection at altitude.

No. By law, all wireless capabilities of your laptop must be turned off while on the aircraft. No wireless, no bluetooth.
You can use your laptop for anything else.

You can use outlook or another email client and compose and "send" the email but it will sit in your outbox until you are connected.

no, not only would you not get connection, but it is against the law to use any type of wireless networking while on a place, such as bluetooth, wifi psp to psp connection, cell phones, etc.....
