Are farm subsidies considered immigration policy?
If I increased or reduced farm subsidies would I be changing immigration policy? If not what policy am I changing?

This has nothing to do with immigration policy. Those policies are established by ICE (Immigration and Customs Enforcement). Farm Subsidies are decisions made by Congress via spending bills which are signed by the President.

you do know what farm subsidies are, right? You would be changing Tax law.
